I certainly think it is worth the effort to update phones/__init__.py to add a field with a reference to a help file. That information can then be used for the menu item you suggest, a tree item as well as the phone wizard. I also think there should be a requirement for that field which means you won't have to deal with the greyed out case, but may have to reference a generic page (eg "sanyo") instead of a model specific page (eg "sanyo 1234").
