And the parent class points to that one set of pages.  The Sanyo 
models and some Samsung models work like that.

How about in both?

What's the best way to launch the Help from the Tree Item.  From the 
wizard, a Help button on the phone page?

I agree, but there're a few phone models that have neither specific 
nor generic Help pages, hence the greyed out option.
