Have you tried copying the file to the Windows/System 32 folder? Then
try running the program and see if that solves the problem.

When opening Bitpim on my windows XP system I receive the error, Missing
MSVCP71.dll try reinstalling the program. I have uninstalled and
reinstalled 3 times and the error still pops up. I have the dll file in
question in the bitpim folder but it does not seem to be installing when
I
install the program.
