Dude. You need to quit downloading crap. There should be NO REASON to "reset" your computer, which I think in your case is a euphemism for reinstall of Windows. Sorry for sounding mean,, but the only people I have ever had to reinstall windows for were people who clicked on pop ups and downloaded bogus computer cleaners or speeder-uppers. That stuff will kill you system real quick. Do you have anti-virus, ad-aware? Firewall? You got more problems than a missing DLL.
