bitpim will not open

Using windows 10.  Downloaded bitpim but program will not start. Had following message in bitpimw.exe:

ImportError: DLL load failed: The specified module could not be found.

Anyone know what this means?

Trying to transfer pictures from a old LG Allocade phone to my laptop.
