well, "rule" 1 would be, that the change preferably has no effect on an
existing kannel setup.
(for the benefit of most users).
  So initially it sounds like adding a second setting at smsc-group level.
Then there is the question of how these rules should affect each other. I'd
assume they should act 'blindly', that is, without taking each other into
account.
  This would also mean, that whenever someone uses the 'smsc-group level'
rules,  they would probably NOT want to use core-group rule too.

regarding workings of existing unified-prefix, a quote from the docs:
                                                                                                    
 "applied to 'sender' number when receiving SMS messages from SMS Center and for 'receiver' number  
 when receiving messages from SMSbox (either sendsms message or reply to original message)."        
                                                                                                    
                                                                                                    


I assume a sms-group level rule would have to work 'both ways' similarly.

Regarding me doing the implementation: Though I agree I would be eligible
to do it, since I'm the one asking for the feature :-), the facts are that
I'm leaving my current job in 3 days time, to go work somewhere else. The
reason I became aware of the issue was, that I was going through the system
with a co-worker, who from now on will handle our kannel stuff.
  I'll suggest the idea to him, though.
