You found WAP Gateway conformance document at:

Kannel needs WSP 1.2 features, WTP SAR and WSP multipart. Conformance
document
contains references to specs where these are defined.

I think you should start with WTP SAR. MMS phones do not even start
speaking
with gateways missing this feature.
