Yes, but newer phones may use 1.2 or 1.2.1 and additional headers.

can you add msg_dump, so that we can check is this the problem ?

(Btw, I do not have access to WAP pull services here at Wiral. But
perhaps
we can do some pair programming here;) Certainly we must support all
phones!)
