wap push using premicell

Hi, 

I had a problem when I tired to send a  WAP push SI via Nokia premicell. I
got the following message from bearerbox

why i got the error from modem, is it because the content of my SI and
Contorl file is not correct or just because the message is too long. And
what "-1" and "1" stand for in "send command status"
