Nokia just released this: http://www.forum.nokia.com/smsforum/main/1,35452,1_2_7_4,00.html (requires registration). 
It's basically a Java API to access a Nokia MMSC, and an emulator.

We use SMPP/UCP-EMI to access SMSC.  Do we have similar protocol for internet applications to access MMSC?
