encoding question

Hi list. 

While trying to write an SMSC module for "SOAP" access, I've encountered
this interesting dilema (somewhat related to issues recently discussed
on the list) : the messages received and sent are encoded in UTF-8 -
now, when converting from the XML format to the Msg* format, should I
re-encode to UCS2 or leave it as UTF-8 (in which case, we should have
UTF-8 as another encoding #define in sms.h) ?
