I think one of the problems is that some SMSC protocols try to work around the limitations of the GSM SMS encoding. For example, SMPP has a special encoding for WAP datagrams, and it seems to be trying to become a generic datagram service. I think we can no longer assume that there is a GSM network behind every SMSC.
