besides adding include = "modems.conf", you shouldn't have to change
anything else

Kannel DO still autodetect the speed.

If modemtype=autodetect, kannel use speed value from smsc group,
or autodetect speed.

if modemtype=something, kannel uses speed from modem group,
speed from smsc if set, of autodetect if both are 0 or undefined.
