Yes, Kannel has been designed to support multi-tired connections. You should read the docs about how SMSC groups are defined and you should be pretty fine with that information. Keep in mind that there may be problems when you connect to the same SMSC 2 times out of bearerbox. Some SMSCs do not "route" the packets (in case of EMI) to the TCP connection there should to, so things can get messed up if you use multi-tired connections when your SMSC provider is lacking routing logic on his side.
