[BUG] Alternate EMI2 SMSC

There's still a bug in emi2 that I'm now hunting:

Context:
SMSC connection is closed. (retry config value = true).
Kannel tries to reconnect to primary smsc. Everything works ok
If kannel cannot connect to primary and can connect to alternate, it won't
send any message, not even the forced keepalive. Something related to
keepalive_time or idletimeout_time.

I'll commit a patch as soon as I find the bug....
