now I have and all works fine:

group = smsc
smsc = emi2
smsc-id = MTS
port = 5006
host = 212.44.140.33
connect-allow-ip = "212.44.140.33"
receive-port = 5006
denied-prefix = "462"
#smsc-username = qqq
#smsc-password = qqq
flow-control = 1
idle-timeout = 120
throughput = 10

but  then i change it to

group = smsc
smsc = emi2
smsc-id = MTS
port = 5006
host = 212.44.140.33

receive-port = 5006

I see in kannel.log

we have several emi2 smsc connections up on productive machines and
they usually don't have a 'denied-prefix' within the group. Hmmm....
