throtle error in SMPP/kannel-1.2.0

Hello, I just downloaded and compiled Kannel-1.2.0.
I use it to connect to a SMSC through the SMPP protocol, and 
from preliminary test I can say that it works pretty much OK,
except for one problem.

That is Kannel curently doesn't handle the SMPP throtlleing error
(command_status 0x58). So if I send messages to fast, and the
SMSC doesn't allow me to send so fast, the SMS messages are never
delivered. 

I think sollutions to this problem were in fact provided on this
list but it seems they never got accepted (why?).

Can someone inform me about the current status of this.
