works for me on Cygwin. 

But I disagree to hardcode platform specifics to the configure file
itself. Please do changes in the macro configure.in that is processed
by autoconf to generate configure. configure should never be tampered
by hand and hence *only* generated by an autoconf run with
configure.in as input. In this case the change in configure.in is
almost the same, see ViewCVS.

I just recoded this MacOSX libtool setting to be in configure.in
instead of hardcoding to configure and commited to cvs :))
