there is such an utility for normalozing the numbers before sending
them to the SMSCs, but this 'unified-prefix' directive is (AFAIK, list
please correct me if I'm wrong) working for all SMSC the same way,
hence normalization is done before SMSC specific things are touched in
the smsc_foobar.c modules. Hence there is no way to make normalization
rules smsc specific.

We are definitely interested, please send it in clean diff -u format
against the current cvs head tree to the mailing list.
