Hei, there's already the allowed-prefix and denied-prefix on
sms-services group, I've done that a long time ago.

I'm using it like:

group = sms-service
keyword = xpto
allowed-prefix = 91
text = "Hello vodafone"

group = sms-service
keyword = xpto
allowed-prefix = "93;96"
text = "Hello others"
