kannel.monitor module for 'mon' added to contrib dir

Hi all,

for those who are interested, we added a 'mon' module called
kannel.monitor that handles bearbox's status.xml output and reacts
accordingly if smsc links go down or any other disaster apears on
productive installation.

The monitor module and a README have been added to CVS's
gateway/contrib/mon directory.
Thanks a lot go to Ingo for this.
