Just my 2 cents/pence.

I not quite sure if this helps, but looking at the way you are running
test_ppg you seemd to be using the syntax:

test_ppg server_path pap.doc sl.doc

Where pap.doc is your control document, and sl.doc is your content.
Where as it should be:

test_ppg server_path sl.doc pap.doc
