In principle I don't see a problem with this as long as both WAP gateways are reachable from the RAS you are connected to. The PPP layer is completely independent of the WSP layer. PPP doesn't care where the IP packets are going. In practice you will need a mobile that supports changing the gateway on the fly. This could work for instance on a computer like device (for instance an iPAQ). There you could reconfigure the browser while the PPP connection is active.
