gsm modem supporting PDU SMS

I desperatly need send the following pdu formated ota setting message to
handsets. I tried to use quite a few gsm modems but all failed

the commands and resopnse are

AT+CMGF=0

OK

AT+CMGS=154

does anyone know which gsm modem can handle pdu message.
