of course they can, and they do it AFAIK. From the higher level point
of view, it's irrelevant if it's a CSD NAS or a GPRS APN the operator
uses.

GPRS is a physical transmission technology, Kannel's basis is IP,
which is available for CSD and GRPS and (hopefully :)) UMTS networks.
So to make a long story short, yes.
