Well, you should ask them (deltica) how you
can interface with their smsc.
Maybe they use some protocol used by kannel, SMPP
for istance. Or if you are really lucky (I don't think so),
maybe they are using kannel to send sms so you can use kannel
as http method relaying on their kannel.
I think you are only looking for something to send sms,
then if you really want to use kannel http smsc look to
www.smsrelay.com
