wsp pdu format.

Hello All

i want to have few clarification

1>in the wsp spec,the format of pdu is given,i want to know 
whether my understanding is correct.
 	The first byte will be the transaction id ,2nd byte is pdu 
type.(ie connect,get,post), and the rest bytes are only the values 
of the particular pdu parameters. it's not in the tag length value 
format. is it correct??. please guide me.
