I already test kannel 1.2.0 with 2 kinds of SMSC, Logica 2600 and Comverse SMSC.

Regarding this problem, kannel has problem both SMSC. 

I'm not familiar with Logica, so I have to refrain from commenting on it, but Comverse SMSC SMPP server is known to be broken in respect to the SMPP specifications so I'm loath to do anything to support it except on the basis of 'this is a broken implementation and we'll only support it to the extent that it has no influence what so ever on any other default or otherwise implementation'.

After patching charset.c, character @ work properly  

 

So, my conclusion, this is not SMSC dependent problem. But miss mapping in charset.c

I'm sorry, but I have to conclude that you have not done extensive enough testing. here at m-Wise we connect with 5 different SMPP implementations, only one of them exhibits that behaviour, and that server is broken in other aspects too.
