In the kannel user guide, follow the instructions on how to setup a fake
SMSC using the at2 driver.  I use a TC35 and have this:

# SMSC Setup
# Siemens TC35 under Gaby's desk
group = smsc
smsc = at2
smsc-id = "TC35 (Gabys Desk)"
modemtype = siemens_tc35
pin = 5555
device = /dev/ttyS0
speed  = 19200

Under modemtype, change to siemens_m20, and correctly enter your own PIN.
