True and false. Your EMI connection will be a SMSC located in one 
specific country so you can presume that if this EMI connection returns 
a local number it is a local number of the EMI SMSC's country. If you 
use some aggregator who uses EMI protocol, then its his job to supply 
the number always in international format.
