the problem is the following (if you don't use unique smsc-ids).

You stop the smsc-id, then the first in the list gets to 'dead'. Then
you restart the link, which means the dead link will be activated and
added to the end of the list.

So the second smsc link is now first in the list. If you again stop
the smsc-id again, now the "second" link get's stopped.

why don't you use unique smsc-ids for every link?!
