Andreas pointed already the UDP issue out. You can't reach your own Kannel installation, because your GPRS network provider blocks all IP based (UDP and TCP) traffic which is not going directly to it's own WAP gateway. If you want to have your own WAP gateway that can be accessed via GPRS you will have to make an agreement with that operator, which means you have to negotiate. In general getting Kannel connected as WAP gateway is more way complicated for GPRS then from CSD, where you simply do a data-call and dial-into your own network access point. You usually don't have such a GPRS acess point.
