[FYI] commited data_coding trans-encoding using iconv() for SMPP

Hi list,

I have commited the iconv() patch submited by Alan in a slightly
modified way for the SMPP module. 

I think we should check how we can do character encoding and
transcoding more abstract from single smsc types, which means pull the
iconv() calls into the higher smscconn abstraction layer, so that all
module types may benefit from this.

BTW, I also rolled-back Andreas change/fix/whatever for modifying the
receiver number for MO messages to my-number if present. I don't see
reasons why he excluded it.
