[RFC] new development release

Hi all,

I'd like to build a development release from the current cvs head
tree. Any release show-stoppers that have yet not been commited for
this?!

I guess we want to have a new 1.3 branch since we added WTP-SAR and
smsbox routing facilities to kannel witch are major
improvements/changes.

Which version should the new development branch get? Maybe 1.3.0rc1
(for release candidate 1) and then release 1.3.0 as stable, or 1.3.0
(for the new development release) and 1.3.1 when it stabilized.

Opinions and comments on this please.
