black/white list question

hallo,

I would like to ask, if kannel does automatic filtering of messages
send/received to/from the same number. I tried to send few logo one after
another to the same number, and after few tries I got:

2003-01-15 10:13:09 send-SMS request failed - Number(s) has/have been
denied by white- and/or black-lists.

if it is correct, I would like to know, where could I increace these
limitations?
