first of all, it's enough to mail to devel@. You don't have to CC to
some persons. Or to make it more clear, we don't want you to CC on a
group of persons while these are reading anyway the developer's list.

As you question targets mostly the WAP gateway parts of kannel. Here
are some issues:

It's definetly WAP 1.1 complient and partly WAP 1.2.1 complient. Most
important features of 1.2.1 are 

  - WTP-SAR (segmentation and re-assembly)
  - PPG (push proxy gateway)

(I hope the other's don't flame me if I missed something more
important.)

If you need other 1.2.1 specific features that have yet not been added
to kannel (like the yet not finished WTLS stack ;) I may take the
opportunity to encourage users to contribute code and effort to the
project.
