I think both variants make sense. I would actually recommend the following approach: a) if &smsc=... is set on the push, use it otherwhise use the one defined in group=ppg b) if group wap-push user has a default-smsc-id, use it if &smsc=.. is not set by step a) c) if group wap-push user has a smsc-id, discard any already set smsc-id and force it to the value of the config file.
