Query regarding OTA specification

Hello Sir/Ma'am... Our Software development firm is using Kannel Gateway. Now we want to implement OTA specification in the current Kannel gateway. Is it possible and if yes then how we can implement this specification? Is there any need regarding SMSC for using OTA specification? Please reply as soon as possible.. Thanks Regards..
