[RFC] new development release 1.3.2

Hi list,

we had some major bug fixes in the current cvs head tree. I'd suggest
the following steps for a new 1.3.2 development release:

* votes for Aarno's push-dlr-patch have to be given, so we can commit
this.
* at least sync behaviour of smsc modules for re-connect behaviour and
pull corresponding config directive flags to upper smscconn layer.
* enable smsbox to use the new 'strict'ness option, so that it waits
for the ACK/NACK of bearerbox and replies correspondigly in it's HTTP
reply for the sendsms interface.
* contatenated MO support within the smscconn abstraction layer. Can
be derived by Netikos version. This would be interesting for those who
run MO services.
* (did I miss something?!)
