this is brute-force restart... the problem is , if bearerbox going to restart 
that smsbox/wapbox have no chance anymore to send anything to bearerbox :)
Without this patch , you will end up in scenario: bearerbox was restarted but 
smsbox/wapbox is away ;( with this patch smsbox/wapbox will be there ...
