throttling the number of messages kannel 3.3

hello all i am connected to a CMG SMPP 3.3 box
i can not send more that 10 msg per second.. what can i do to throttling the number of messages from  kannel
other wise i get the error message " SMPP: PDU NULL terminated string has no NUL" after message 10
