this sounds like a bad idea. SMSC's and SS7/GSM Networks are using the 
triple number-plan-indicator, type-of-number and address to identify a 
destination or source. I dont know any SMSC who really does accept + as 
a digit in the number. Maybe there are some brokers who do that but 
then they are doing something wrong in my eyes.
