This is definitively a bug. On a incoming DLR, the sender  is the 
destination number of the original message and the destination is the 
original originator of the message. Think of if the user would reply to 
you. Thats how the DLR code expects the message.

Wasnt there someone who changed something about this in SMPP recently?
