Hi,

sorry , but I see nothing wrong here...
If you have packed your text in 7bit semi-octets then you have length of 9
(that is correct). Because sm_length in smpp pdu used for determine how long
is message body (just think that @ is 0x00 in GSM03.38). If you set sm_length
to 11 (this is length of your unpacked text) then smpp stack will report
error and drop sms ,because length is larger as text self...
