the manufactures have agreed to have WAP 1.2.1 (June) stack as MMS
base, so obviosly it's the WSP version that is/was in that one. But I
don't see from the WSP specs itself which version they are. Can
someone highlight me here?

nop, when pushing a notification to an *unknown* device you simply
don't know what it is. Basically you even don't know if it's capable
to handle the push itself ;(

ok, that's good, so we can/may obviously "downgrade" to WSP 1.3 by
encoding the mms content-type in full length.
