SMPP PANIC

Iam tring to connect to a SMSC using SMPP and i get this panic and kannel crashes
 
gw/smsc/smpp_pdu.def:164: smpp_pdu_unpack: Assertion `p-> sm_length == (unsigned long) octstr_len(p->short_message)' failed.
 
I get this error in the connection negotiation 
( kannel send the SMPP PDU with login details receives the SMPP pdu and I think its unable to parse the pdu )
 
Can somebody guide to the cause of the Error?
