yes, it can. If it's a public known protocoll then you should be ready
to go. If it's propertiary, then you have to implement it as Kannel
smsc_foobar.c module on your own.

yes it can! it uses the gw/smsc/smsc_http.c (system-type kannel) HTTP
interface to let *your* bearerbox to talk to *their* smsbox.
