WAP general provisioning

Hi, list. I want to ask about kannel wml compilers. As I understand, ota_compiler.c and wml_compiler.c do almost the same things with different set of tags. So why we need to use two different compilers? I think about WAP general provisioning. I think it must be easy to extend some of compilers to compile general provisioning stuff.
