test_ppg and Openwave PPG

Has anyone successfully used Kannel's test_ppg to send a wap push using
the Openwave Mobile Access Gateway PPG?

If I try
./test/test_ppg 'http://aaa.bbb.ccc.ddd:9002/pap' ~/si.txt ~/pap.txt

then I get a response that includes

<pap product-name="Open wave Push Proxy Gateway">
<bad message-response code="4000" desc="Service Failure. The 
service failed. The client may re-attempt the operation. Error 
0x1 : Service Failure, Unable to process PAP request at this time.">

The PPG doesn't belong to me so I don't have any control over it.
Trying the same si.txt/pap.txt using Kannel's PPG works just fine.
