Missing documentation for already applied patch

Dear Dima.

Please make a patch for userguide.xml, documenting your EMI/UCP +
Notification patch done on Aug 2002 [1], applied by Stipe [2] on Aug 05.


To all (and this means you Stipe):
Please never make patches (and never apply patches) without
documentation. 

I'll be more reactive now to this kind of situations.



I've been struggling to have time to implement this code, with people
complaining that kannel lacks this feature [3], and now I see that it's
already implemented on code, but NOT DOCUMENTED.
